COMES NOW, one of the People of California...
In the California Government Code, which obviously speaks only to their personnel, it is clear who a People* is and what the relationship of a People* is with respect to the government. This concept is so fundamental that California wrote the same thing TWICE in their Government Code.
All states say the same thing somewhere; all states are Republics as a condition upon Union entry. A Republic is formed by the People.* But the sovereignty resides in the/each People* and NOT in the government or state itself. People exercise their power indirectly via the government agencies they created OR directly themselves. This fundamental relationship of a People* to the government to a citizen, is critical when understanding the Anglo-American Law System.

THE PEOPLE CREATED THE GOVERNMENT TO BE ITS SUBJECT (public servants).
THEN GOVERNMENT CREATED THE CITIZEN TO BE ITS SUBJECT.

California Government Code – GOV Sec. 11120.
...The people of this state do not yield their sovereignty to the agencies which serve them. The people, in delegating authority, do not give their public servants the right to decide what is good for the people to know and what is not good for them to know. The people insist on remaining informed so that they may retain control over the instruments they have created.

NOTE the only difference between Sec. 54950 and Sec. 11120 is the word 'state' is capitalized one and not the other. We care not what this means.
*the word People may be properly used as a singular or a plural; the plural of People is not Peoples; the singular of People is not Person; the plural of Person is Persons
I am a People - I am one of the People - You are a People - You are one of the People - We the People
